ELMIRA Two individuals were arrested on July 2 for using a child in a sexual performance and predatory sexual assault against a minor, according to New York State Police at SP Horseheads.
Devin G. Lavalley, 37, of Burlington Flats, and Grace E. Balthazor, 33, of Elmira, were charged with using a minor in a sexual performance, a C felony, and predatory sexual assault against a child, an A-II felony.
The arrests came after an inquiry into a video clip of a 1-year-old female victim being sexually assaulted.
In Elmira City Court, Balthazor and Lavalley were arraigned.
They were placed under no bail pending further court proceedings and confined to the Chemung County Jail.
The State Police Computer Crimes Unit and the New York State Police at SP Sidney Bureau of Criminal Investigation Unit provided support to the New York State Police in Horseheads during the investigation.
