GOUVERNEUR Heather L. Soluri, 43, of Watertown, and Joshua W. Quintana, 31, of Calcium, were charged with several drug-related offenses by the Troop B Violent Gangs and Narcotics Enforcement Team on July 2.
Criminal Possession of a Controlled Substance Third (a B Felony), Criminal Possession of a Controlled Substance Seventh (a class A Misdemeanor), Criminally Using Drug Paraphernalia Second (a class A Misdemeanor), and Criminal Possession of a Controlled Substance Second (an A-II Felony) were among the accusations.
The arrests came when troopers saw a turn signal violation during a car stop in the town of Gouverneur on July 1 at around 11:39 p.m.
It was determined that Soluri was the passenger and Quintana was the driver.
During a free-air sniff, a K9 unit from the St. Lawrence County Sheriff’s Office arrived and warned of the presence of drugs.
Over two ounces of methamphetamine, fentanyl, and suboxone were found during a car check.
Troopers also discovered glassine envelopes, little plastic bags containing methamphetamine, a scale, and unused packaging.
Both individuals were arrested and sent to the Gouverneur State Police station for further investigation.
Quintana and Soluri were sent to the St. Lawrence County Correctional Facility without bail after being arraigned in Gouverneur Town Court.
