Norwich man charged in fatal impaired driving crash

NORWICH After an Oxford resident was killed in an accident in April, a Norwich man has been taken into custody.

On July 1, 52-year-old Lawrence S. Slater was arrested following a Chenango County Grand Jury indictment.

The collision happened on State Highway 12 just south of County Road 4 in Oxford on April 12 at around 9:11 p.m.

When a state policeman arrived, they discovered a head-on collision involving a Chevy Equinox and a Dodge Caravan.

Oxford resident Steven C. Biviano, 62, was declared deceased at the scene.

Investigators found that when Slater struck Biviano’s car after crossing into oncoming traffic, he was traveling north.

Slater had a blood alcohol percentage of.18%, which was more than twice the legal limit, according to a toxicological study.

Slater is charged with several felonies, including manslaughter and aggravated vehicular homicide.

He was placed under bail after being charged in Chenango County Supreme Court.
