CATSKILL Michael J. Parks, 44, of Cairo, was arrested by the New York State Police Bureau of Criminal Investigation in Catskill for the class D felony of Grand Larceny in the Third Degree.
The arrest is the result of an inquiry that was started in April when Parks, operating under the name Parks Electric, was contracted to execute electrical work related to the installation of new gas pumps at a Windham gas station.
Despite receiving a $4,500 upfront payment, Parks did not show up at the project location or start the agreed-upon work.
The victim asked for a reimbursement after around five months had passed with no improvement.
Parks gave the victim a check, but it was later returned because there wasn’t enough money.
Reimbursement was never given to the victim.
Parks was taken into custody and processed at the Catskill barracks of the New York State Police.
He was released on his own recognizance after being charged with Grand Larceny in the Third Degree and arraigned at the Town of Cairo Court.
On July 9 at 3 p.m., Parks is expected to appear in Town of Windham Court.
